Mr. Dhirendra Kumar Roy

Executive Director, Human Development Foundation
Mr. Dhirendra Kumar Roy is the former Chief Commissioner of Income Tax, a former Chairman of Orissa Electricity Regulatory Commission and ex-Managing Director of Kalinga Hospital Ltd. He is an Expert in legal and regulatory affairs.
Mr. Roy was in the Indian Revenue Service from 1964 to 1996 during which he held important assignments at Kolkata and Delhi. During this period he was also Director, Economic Planning in Ministry of  Defense for three years and Economic Counselor  in the Embassy of India at Moscow for three years, on deputation. On voluntary retirement from IRS he joined as member of the newly set up Orissa Electricity Regulatory Commission. As the member of the first ever Electricity Regulatory Commission in India, he did immense pioneering work in establishing the commission and in laying down procedures which were subsequently replicated in the center and in many states of India. As Managing Director of the Premier private sector hospital of Orissa, he was able to revive it financially and position it as a center of excellence in health care delivery.
Presently Mr. Roy  is on the Boards of Grid Corporation of Orissa Limited, Orissa Power Transmission Corporation Ltd. Orissa Thermal power Corporation and Orissa Mining Corporation Ltd. as Director.
Mr. D.K.Roy widely travelled in India and abroad. He has participated in international seminars at Washington DC, Geneva and Monte vedio and has delivered talks at various training programs not only in India but also in Bangladesh and Sri Lanka. He has published articles and has conducted training programes on electricity regulation.
Mr. Roy takes interest in cultural & social affairs and is connected actively with a number of civil society organization.

Dr. Almas Ali

Technical Advisor, Health Resource Unit

Dr Almas Ali, M.D. (Medicine), Ph.D. (Clinical Haematology), is a physician by training with an interest and flair for social and development research. As a health researcher,he has been involved for over three decades in social research on health issues particularly those pertaining to tribal and weaker sections of the society. He is an authority on Tribal Health. During his illustrious career, he has served in Government, NGOs and UN, Organisations in various capacities such as- Member Secretary, Independent Commission on Health in India, Honorary Secretary of VHAI, Programme Director of UNDP’s South Asia Poverty Alleviation Programme in Andhra Pradesh, Consultant (Population Policy Advocacy) with UNFPA and Ministry of Health and Family Welfare, Government of India, to name a few. Currently he is the Senior Advisor in the Population Foundation of India, New Delhi.

Dr. Manmath K. Mohanty

Reader and Head-Health Resource Unit

Dr. Manmath K. Mohanty is a Ph.D in Anthropology from Delhi University and trained in Rural and Tribal Development has more than 17 years of experience in research and teaching. Prior to joining HDF, he had worked in several capacities in ORG-MARG, New Delhi, AIIMS, New Delhi, Nutrition Foundation of India. Presently he is one of the members of Advisory Group on Community Monitoring (AGCM) of Health Services under National Rural Health Mission, Orissa. Dr. Mohanty was involved in capacity building efforts of grassroot level institutions including PRIs. His current interest is involving PRIs in functioning and ownership of community health services & infrastructure through the PRIs and Public-Private Partnership (PPP).
Dr. Mohanty has well acknowledged research publications in national and international journals.

Mr. Basudev Panda

Sr Programme Officer, cDAR

Mr Basudev Panda is associated in health and development sector of the state of Orissa since last two decades. The major areas of association are policy planning, implementation, monitoring and evaluation of health programmes in the state of Orissa. He was also involved in the NGO sector and headed the largest Health federation of NGOs in the state called Orissa Voluntary Health Association, Bhubaneswar. Mr Panda has good number of research and health publications to his credit and also has also got exposure to national and international forums related to health and development. At present, he is working with Health Resource Unit (HRU) of Human Development Foundation ( HDF).

Mr. Subrat K. Rout

Program Coordinator, cDAR and Unit Head, Governance Support Group
Mr. Subrat K. Rout possesses his masters degree in Political Science from Utkal University. He has been working in Social Development Sector for last 18 years having comprehensive understanding and experience on grassroots dynamics of development. He has served different organizations in various capacities such as, ZSS-Keonjhar, Bharat Gyan Vigyan Samiti, Child Rights and You (CRY) and Action Aid International India. At present, he is the Programme Coordinator, cDAR and Unit Head for Governance Support Group of Center for Development Action and Research (cDAR) of HDF.
