Skill Development & Development Communication: “Creating Skilled and Quality Human Resources.”
The skill development and training programme initiative is being, focus for the 2008, to train the youth in communication skill and personality development those are studying in Engineering Sciences, Management Studies, Social Sciences and Development Studies as part of finishing schooling programme and also to train the unemployed educated/ semi-educated youth in different skills.
HDF in collaboration with CYSD is trying Convergence among different skill building initiatives, capacity building of the Government Organizations and Civil Society Organisations(CSOs)/Training Institutes(TIs) for a initiative called “Skill Orissa Programme” which aims towards building quality skilled man power in the state within a definite time frame in definite terms and rol

A State Level Consultation on Skill Development
Human Development Foundation (HDF) and Center for Youth and Social Development (CYSD) have taken a step forward in that direction by organizing a state level consultation on ‘Enhancing livelihood options through Skill Development’ in CYSD on 5th July 2008. This multi-stake holder’s consultative meet was focused on building a roadmap for skill development programme through civil society as well as Govt. initiatives with broad goals
To improve household income levels and to maneuver for integrated and holistic human development- To explore the possibilities of collective actions involving various stake holders.
- To look for the scope of potentials and possibilities with opportunities
- To categorize the available livelihood options through skill mapping and their development.
- To enhance and create the livelihood opportunities.
Findings of the Key Issues of Concern
Government has not been able to bring about synergy in endeavors by different departments and agencies for creation of self-employment opportunities.- The current capacity of the skill development system in the state is most inadequate to meet the requirement and hence Government may have to give priority on policy as well as implementation of skill development programme.
- The design of skill development policy must aim at inclusion of people, belonging to different segments of social strata.
- Enabled environment and flexible training mechanisms that must respond meaningfully to the needs of a wide range of training providers and the need of trainees.
- Programme must involve active participation of the Civil Society Organizations.
- No research or study has been conducted in this area even if there is an urgency of skill mapping.
Conclusions derived:
Form a formal consortium/ core team with representatives from NGO, Govt. departments, Employment Mission and UNDP.- Initiate a process of skill mapping in the state which will help the consortium to draw a roadmap for the programme. In this regard, HDF & CYSD will submit a proposal to Employment Mission & NABARD to support or if it does not work Mr. Amalan has promise to support this.
- Build a network of resource agencies like Ants & Partners, Dr. Reddy’s foundations, Team lease etc to support the implementation. The Ant and Partners agreed to support the skill mapping exercise in the state.
- Build an advocacy pack to engage with state employment Mission and state Govt. for promotion of the programme in the state.
- Engage with Directorate of Technical Education to come up with quality measurement tools and quality assurance to the programme.
