- Constructive Engagements: Facilitating effective linkages between elected representatives, government officials and the people along with CSOs. Expanding capabilities of the stakeholders, knowledge management through quality studies and researches.

A few endeavors and impacts: Preparation of District Plan of Rayagada District
The objective of district planning is to arrive at an integrated, participatory coordinated idea of development of local area. An essential step in the direction is to ensure that each Panchayat at any level or Municipality / NAC are treated as a planning unit and the district plan is built up through consolidation and integration of these plans as well as by considering the development of the district as a whole. It is, essentially, two-way interactive exercise, the district being viewed as a convenient local area. The envisioned processes are to look at how the main priorities are determined as also the participatory processes that enable all stakeholders to get involved.

CSREM in collaboration with the Governance Support Group (GSG) of cDAR has been doing the Comprehensive Peoples’ Participatory District Plan for Rayagada District in Odisha. GSG is doing it independently, starting from preparation of the “Vision 2020 Plan Document”, “Comprehensive District Agriculture Plan”, “Backward Region Grant Fund”, “National Rural Employment Guarantee Act” “Five-Year Perspective Plan” and “Annual Plan 2008-09”. Starting the participatory planning processes from 171 Panchayats, 11 Blocks and 03 ULBs besides having series of consultations at the district level with Elected Peoples’ Representatives at all levels, Government Officials, members of the Civil Society Organizations and eminent personalities all the documents were prepared and those were approved by the “District Planning Committee” (DPC) on 27th September 2008.

GSG in cDAR supports the other units such as, Health, Education, Livelihood, Skill Development and ICT to ensure good governance in the development programs. This is supported by ‘Technical Advisory Group’ drawn from amongst recognized professionals, experts and practitioners on ‘Governance’. The group evolves with all the thematic units on appropriate inter-connective engagements.
